DECISION OF THE BOARD
Phillip Kaukasi appears before the Board for consideration of parole.
Mr Kaukasi had been subject to a postponement order for two years.
We have also explained to Mr Kaukasi that we have met with the victim of his offending whose views remain unchanged from the 2009 Board.
Since his appearance before the Board, Mr Kaukasi has sufficiently reduced his security classification that he has been accepted onto the Special Treatment Unit Rehabilitation Programme and is now in his fourth week.
We have explained to Mr Kaukasi that we would need to see him successfully complete the STURP Programme and for the Board to be supplied with the various reports which such a programme generates as to Mr Kaukasi’s progress. Without an intervention such as the Special Treatment Unit Rehabilitation Programme, Mr Kaukasi will continue to pose an undue risk to the safety of the community.
Parole is declined. Given that Mr Kaukasi has progressed to the Special Treatment Unit, the Board is not considering a postponement order today. He will be seen again in accordance with the usual cycle.

Review

a) Failed to comply with procedures in the Parole Act 2002; or
b) Made an error of law; or
c) Failed to comply with Board policy resulting in unfairness to the offender; or
d) Based its decision on erroneous or irrelevant information that was material to the decision reached; or
e) Acted without jurisdiction.
