The New Zealand Parole Board (the’ Board’) commissioned Chief District Court Judge RJ Johnson and Professor JRP Ogloff to provide the attached ‘Independent Review of New Zealand Parole Board Decision given on 28 June 2006 to Release Graeme William Burton on Parole’, and has decided in the public interest to make the Review readily accessible by publishing it on its website.
The Independent Review does not tell the whole story of the circumstances around Mr Burton’s actions. It deals with the process and the decision leading to the release of Mr Burton. It does not deal with the management of Mr Burton subsequent to his release.
In general terms the Independent Review confirms that the decision to release Mr Burton was a reasonable one based on the information available, but it also raises for the Board’s consideration some issues which, if adequately managed, may help in avoiding such a tragedy occurring again.
A summary of the Independent Review is also attached.
The Board notes that Mr Burton has consented to the Board publicly releasing the Independent Review, which of necessity contains a large amount of personal information about him.
The Board wishes to extend, its sincere sympathy to the victims of Mr Burton’s crimes.
