Introduction:
Section 115(1) provides that –
The Board must operate in panels of at least three members, one of whom must be a panel convenor or the Chairperson.
Extended Board:
The policy of the Board is that certain cases on which it will adjudicate are of a nature that would benefit from consideration by a larger panel than the statutory minimum three-person panel. This larger panel is known as the “Extended Board”.
The membership of the Extended Board will be at the discretion of the Chairperson.
Subject to the Chairperson’s discretion, the selection of offenders to appear before the Extended Board will be based on one or more of the following criteria:
(1) Offenders serving an indeterminate sentence.
(2) Offenders who have appeared before a panel of the Board and the panel considers that the circumstances of the case warrant consideration by the Extended Board. It is anticipated that in such a case, the panel will make a decision based on the information before it, and then nominate when the offender will next be seen by the Extended Board.
The Extended Board will meet in each Board region at such times and places as determined by the Chairperson.
